FCC Guidelines to Underwriting The Federal Communications Commission requires on-air identification of the person or organization furnishing the underwriting contribution. A division or subsidiary may be mentioned if it is the donor or underwriter and if the entity is a bonafide operating division. In making the on-air announcement, the FCC allows non-commercial stations to broadcast slogans that don’t promote, location and telephone information, and “value-neutral” descriptions of product lines or services. The FCC specifically prohibits the broadcast of information about prices or discounts, inducements to buy, or any call to action. On-air acknowledgments may not interrupt regularly scheduled programming. In complying with this FCC regulation, WCRX’s policy is to identify underwriters at the beginning and end of specific programs and/or at regular breaks in the broadcast schedule identified above. The FCC guidelines permit underwriting acknowledgements to include
(1) Logograms or slogans which identify but do not promote
(2) Information about the location of the underwriter
(3) Value neutral description of a product line or service
(4) Brand/trade names, and product or service listings.
(5) No comparative/qualitative descriptions, price information, calls to action, or inducements to buy can be included in an announcement. Also, underwriting announcements must be kept fairly short, within the realm of 15-30 seconds.

Sample Underwriting Announcement "This program is made possible in part by listeners like you and the Chicago Herald. Each week, the Chicago Herald provides in-depth coverage of downtown and South Loop news and issues, arts and entertainment listings, reviews, and classified ads. The Chicago Herald--on newsstands every Thursday. WCRX thanks the Chicago Herald for their kind support."

Schedule and Rates During the academic year, underwriting announcements for each donor air at least three times daily in accordance with the FCC requirements. All announcements are recorded and air at normal breaks in the broadcast schedule at approximately: 30 and: 58 each hour, Monday through Saturday. Unless otherwise indicated in the “Underwriting Agreement,” announcements will be randomly scheduled throughout each broadcast day; however, donors may request specific times and/or program placement.

The specific wording of each announcement will be indicated in the “Underwriting Agreement.” Additionally, WCRX will identify underwriters in any promotional material including the radio station’s web site.
